Non-citizens

Non-citizens could not vote and had very few rights. They included foreigners and slaves. Foreigners had some rights but were not considered citizens until 212AD when a law was changed to allow this.
Slaves had no rights at all but if they were freed could receive a limited citizenship and their sons could become citizens. Most slaves were prisoners of war but some were bought. The least fortunate ones could be made to fight to the death as a gladiator or work in mines and quarries. They provided a vital source of labour.
